Most of those people were parents whose children Phillip had kidnapped and tried to spirit out of the country. (He was rescuing them from the troubled existence of Springfield. Their folks, however, weren't exactly grateful for his largess).
Though many made the suspect list, Phillip's ex-wife, Harley, mother of two of those liberated children, was ultimately convicted and sent to jail.
Except that... oops. Turned out Phillip wasn't really dead, after all.
He'd been sequestered away by his father, Alan, founding member of the Send-Harley-To-the-Gallows club.
